Chief of Party, Alliance for Resilient Food Systems in Northern Central America

TechnoServe is looking for a dynamic leader for a new initiative that will seek to transform the agricultural economy in Central America, specifically El Salvador, Guatemala and Honduras.

 Summary:

TechnoServe is looking for a dynamic Chief of Party for a new initiative that will seek to transform the agricultural economy in Central America, specifically El Salvador, Guatemala and Honduras.

The project aims at making farmers and MSMEs in El Salvador, Guatemala and Honduras become more profitable and more resilient to climate change, market fluctuations, and other shocks, as a result of using improved commercial and climate-smart practices, accessing finance and insurance, and diversifying their sources of income.

To achieve this objective, the project will work at a sector-wide level to deliver investments to address the resilience gap in Central America's economy. It will strengthen and coordinate the investments of companies that support farm and MSME resilience, with a focus on unlocking synergies among companies and improving inclusivity. It will strengthen the capacity of local organizations responsible for delivering these initiatives to ensure delivery of best-in-class support and to contribute to a stronger civil society ecosystem. It will leverage collective investments and influence leading companies to attract new investors to address systemic financing and risk management constraints that prevent resilience in the region.

This position will be based in El Salvador.

Primary Functions & Responsibilities:

  • Lead overall implementation and management of the anticipated program, from inception to close-out, ensuring that the program achieves established goals, objectives, and targets.
  • Provide strategic guidance, leadership, management, and general technical oversight of the program.
  • Develop private sector engagement work plan to achieve program targets to leverage external funding contributions (an additional 100% of budget from private sector actors)
  • Identify opportunities to build potential partnerships and alliances with private and public market actors through outreach and promotional activities
  • Continuously develop operational efficiencies and drive innovations in delivery.
  • Oversee development and submission of project deliverables on time, within budget and in compliance with USAID and TechnoServe requirements.
  • Recruit, lead, manage, and supervise delivery teams comprising long- and short-term team members and consortium partners.
  • Serve as the primary liaison with USAID El Salvador and the USAID Guatemala and Honduras mission, the Government of El Salvador, the Government of Honduras, the Government of Guatemala, and all private sector counterparts, implementing partners, and stakeholders involved with the program.
  • Fostering collaboration, learning, and adaptive management to inform decision-making, communicate with stakeholders, and drive impact
  • Act as a spokesperson for the program and present its work regionally/globally.

Basic Qualifications:

  • Bachelor’s degree with at least 15 years of experience or a Master’s degree with at least 10 years of experience, with a background in agricultural economics, international development, business, economics, public policy, or other relevant areas.
  • At least ten years of relevant professional experience in the agricultural sector and/or international development.
  • At least seven years of professional experience working with private sector companies and businesses.
  • At least five years of experience leading and managing teams with a high level of leadership, interpersonal, technical and analytical experience, as team leader, chief of party or other program director level role.
  • Success in implementing programs aimed at increasing agriculture sector lending and investment desired.
  • Prior experience working in emerging markets in sustainable agriculture.

 Preferred Qualifications:

  • Experience working in Central America and/or the Latin America Region strongly preferred.
  • Experience implementing USAID-funded programs and knowledge of USAID regulations and procedures preferred.
  • Build win-win partnerships between multiple agriculture sector stakeholders, including agribusinesses, public sector, financial institutions, technology providers, and others.
  • Ensuring the consultation and meaningful inclusion of marginalized groups, including women, youth, and indigenous people
  • Demonstrated ability to clearly communicate a high-level strategy to internal and external stakeholders, while driving execution of a work plan and achievement of short-term milestones.
  • Demonstrated ability to use adaptive management principles to make strategic, data-driven decisions in the face of uncertainty and complexity.
  • Results-oriented, with demonstrated experience achieving project targets.

Required Languages:

  • Fluency in English and Spanish with excellent oral and written communication skills required.

Knowledge, Skills and Abilities:

  • Strong leadership skills and demonstrated experience in managing complex, multi-disciplinary, and challenging field operations in developing countries, in Central America, or Latin America preferred.
  • Strong interpersonal and communications skills and ability to effectively motivate and manage teams in a multicultural environment.
  • Strong private sector market orientation, entrepreneurial and innovative thinker.
  • Demonstrated skills in problem solving, consensus building and coordination of diverse stakeholders.
  • Ability to use adaptive management principles to make strategic, data-driven decisions in the face of uncertainty and complexity
  • Ability to work under tight deadlines while managing multiple tasks and activities.
  • Ability to develop well written, cohesive analyses and reports.

Supervisory Responsibilities: An estimated 4-7 senior level staff including Deputy Chief of Party, technical specialists, financial director, and M&E staff.
