Role Summary

Registrar Technical Officer in the Physical, ICT and Personnel Security Unit within the Navigation Security Office, Directorate of Navigation (D/NAV). Reporting to the Head of the Physical, ICT and Personnel Security Unit, the Registrar Technical Officer will be responsible for all the Navigation Registries ensuring that they are managed in accordance with the ESA Security Directives and applicable rules. You will be responsible for all GNSS security sub-registries of classified information related to D/NAV activities across ESA (ESTEC, CST, CSG and other GNSS sites, as required). You will manage the related contract for documentation management in the Directorate of Navigation covering classified and unclassified documentation activities. You will also provide support to the Navigation Security Office in implementing the security processes associated with the security management in the Directorate of Navigation.

Your tasks and responsibilities as Registrar Technical Officer will include: defining the document management process and managing its implementation for the GNSS – non classified and security sub-registries of classified information related to D/NAV activities across ESA (ESTEC, CST, CSG and other sites as required), liaising with the D/NAV configuration managers for the purposes of documentation control and configuration management; managing the Service Level Contract for D/NAV documentation management, ensuring it provides incoming and outgoing deliveries in line with the Service Level Agreement (SLA) and performing quality checks; ensuring compliance of the documentation received, both classified and unclassified, with the established requirements by the projects and the ESA admin instructions.

In supporting the implementation of security processes in the Directorate, your tasks and responsibilities will be: Deputising for the Security Officer role when required; this includes but is not limited to: process requests for Personnel Security Clearance for Navigation personnel; preparing requests for visits to other classified facilities for Navigation-cleared personnel; managing the organisation of classified meetings in the Navigation classified area; managing security incidents, including reporting to the ESA Security Office and their investigation and containment; preparing Transportation Plans.

Education A master’s in documentation management, security information protection or a related field is required for this post.

Additional requirements You should have substantial experience working in classified environments and/or in classified projects together with a very good background in documentation management. You should have good judgment, integrity and good communications skills, be able to manage challenging situations proactively and constructively and be customer focused. Experience in a space programme and/or at ESA could be an asset.
