Global Technical Advisor (EOD & IEDD)

Full Time, Permanent position

Location: Flexible, however regular travel to field programmes will be required.

Salary: £60,000 to £70,000 depending on experience

About the role

We have an exciting opportunity to join us as a Global Technical Advisor (EOD & IEDD). The role will be part of our high performing Capability team.

Reporting to the Global Chief Technical Adviser (EOD & IEDD), the Global Technical Adviser provides organisation-wide training and operational support related to the disposal of explosive ordnance and improvised explosive devices.

The successful individual will deliver high-quality EOD and IEDD training that conforms to the relevant IMAS qualification frameworks and national standards (where applicable) to both internal and external audiences. They are also responsible for providing advice and operational support to programme teams on EOD and IEDD operations, as well as quality assurance. In addition, they are also required to deliver support to the training and delivery of ammunition storage and management when required.

This role requires regular travel to HALO’s programmes and frequently involves deployments of 4-week periods at a time.

Requirements

Responsibilities:

Training

  • Plan and deliver EOD and IEDD training courses.
  • Support ammunition storage and management training.
  • Maintain and develop standard training management plans and materials for IMAS EOD and IEDD courses.
  • Liaise with HQ departments and programme teams to arrange logistics, facilities, travel and other resources required for training.
  • Ensure training meets programme and external third-party requirements.
  • Implement train-the-trainer courses and certify programme-level EOD trainers as appropriate.
  • Ensure that courses are delivered in accordance with the budget.
  • Ensure the welfare, safety and security of training participants.
  • Prepare and submit course reports.
  • Maintain all materials and records in SharePoint and on Confluence as appropriate.

Operations

  • Support programmes in the planning and implementation of EOD and IEDD tasks, including field deployment to tasks sites, as required.
  • Conduct quality assurance visits to EOD & IEDD operations.
  • Support programmes in the development of local procedures that conform to NMAS where required.
  • Provide advice to programme teams on complex disposal operations and supervise the development of task-specific procedures where required.

As part of the Capability Group

  • Support HALO’s contributions to the IMAS review process on EOD and IEDD topics and participate in working groups as required.
  • Provide technical expertise to support accident, incident and near miss investigations as required.
  • Provide advice to programmes and HQ Logistics on the procurement of equipment and supplies for EOD and IEDD operations, including training aids.
  • Collaborate with the wider Capability Group (including compliance, technical advisors, and R&D) to update training modules to ensure they reflect current best practice and global standards.
  • Understand the evolving training needs of programmes and assisting in the development of course syllabuses and materials accordingly.
  • Seek improvements to the efficiency, effectiveness and quality of HALO training.
  • Any other tasks required and defined by the Global Chief Technical Adviser.Assist with EOD/IEDD SOPs revision as required.

Other

  • Ensure familiarity with and adhere to all HALO policies and procedures.
  • Undertake the role in a manner appropriate to the cultural context and within the local legal framework.
  • Understand and uphold the standards outlined in HALO’s safeguarding policy, acting with due care and attention to safeguard the well-being of anyone that comes into contact with HALO’s work and reporting concerns if they arise.
  • Discharge duties and responsibilities under HALO’s health and safety procedures.
  • Carry out any other duties as directed to meet programme standards and operational requirements.

Who we are looking for: 

The successful candidate will have:

  • An extensive background in conducting EOD and IEDD operations and relevant military and/or civilian qualifications.
  • Experience delivering EOD and IEDD training. Previous involvement in the delivery of training courses based on IMAS EOD and IEDD competencies is desirable.
  • Ammunition storage experience or a technical qualification in ammunition management.
  • Strong IT and general computer skills (particularly Microsoft Office).
  • Excellent spoken and written communication skills in English.
  • Excellent interpersonal skills – you will need to quickly slot into established teams and work with and train people from a diverse range of backgrounds and cultures.

Knowledge of either Arabic, Russian, Spanish or French would be an advantageous but it is not essential.

All HALO staff are expected to undertake the following general duties:

  • Work within the framework of HALO’s core values, promoting its ethos and mission statement.
  • Work towards achieving programme and/or group business plan objectives.
  • Ensure familiarity with and adhere to all HALO policies and procedures and keep informed of HALO activities.
  • Travel overseas as and when required.
  • To discharge duties and responsibilities under HALO’s Health and Safety Procedures which may include Risk and COSHH Assessments and participation in evacuation procedures as necessary.
