Our project spans across ten districts in seven regions, engaging in transformative work that integrates climate adaptation and mitigation into essential developmental plans.

Role Summary:

  • Lead the design and management of climate finance activities aligned with project objectives.
  • Integrate climate change measures into the RANO MAHARITRA project’s strategies.
  • Implement and manage a national Climate Budget Tagging system.
  • Analyze public and institutional climate expenditures.

Role Requirements:

  • Master’s degree in a relevant field such as environmental economics, finance, or development studies.
  • At least 5 years of experience in similar roles and international settings.
  • Expertise in strategic planning, program management, and governance.
  • Skilled in advocacy, partnership management, and USAID project oversight.
  • Proficiency in participatory monitoring, evaluation methods, and advocacy campaigns.
  • Strong analytical, leadership, and stakeholder mobilization skills.
  • Comprehensive knowledge of WASH sector issues and a commitment to gender equity and diversity.
  • Excellent communication, negotiation, and facilitation abilities.
  • Fluency in English and French, with Malagasy being a strong plus.

The Climate & Public Finance Specialist will be responsible for identifying, developing and managing climate finance activities that significantly contribute to the achievement of the project's objectives of strengthening resilience, low-carbon economies and sustainable incomes for communities. In particular, he/she will:

- Support the design and development of climate-sensitive projects and programs that offer resilience, low-carbon development pathways and growth opportunities for low-income businesses and households.

- Be primarily responsible for integrating climate change adaptation and mitigation measures into RANO MAHARITRA's interventions.

- Analyze public and institutional climate expenditures.

- Adopt a national Climate Budget Tagging (CBT) system that will help the country collect and communicate data on national resources allocated to climate change and integrate climate financing into WASH sector development plans.

The project is implemented in ten districts of seven regions of Madagascar: Atsimo-Atsinanana, Anosy, Androy, Betsiboka, Fitovinany, Sofia, and Vatovavy.

EXPERIENCES AND QUALIFICATIONS

- Minimum Master in environmental economics, environmental sciences, finance, institutional policy, political science, social sciences or development planning, development studies from a recognized university, or equivalent;

- At least 5 years of experience in a similar position and within an international structure;

- At least 5 years of experience in strategic planning, development and program management;

- Proven experience in strengthening systems, governance, legal frameworks, sectoral and intersectoral coordination, public financing mechanisms, decentralization or related areas;

- Experience in participatory monitoring and evaluation methodologies and tools for sector governance interventions, at the local and/or national level;

- Experience in conducting advocacy campaigns;

- Experience in partnership management;

- Experience in managing USAID-funded projects.

KNOWLEDGE, SKILLS AND REQUIRED COMPETENCIES

- Strong analytical and problem-solving skills, with the ability to assess green financing and public financing challenges in their complexity and propose solutions adapted to the context;

- Advanced leadership competence and ability to mobilize stakeholders;

- Knowledge of water, sanitation and hygiene sector strengthening issues and demonstrating a commitment to the principles of gender equity, diversity, inclusion and protection of people;

- Knowledge of capacity building techniques and tools, facilitation, training in particular to facilitate the adoption of a systemic approach to WASH sector strengthening;

- Excellent communication, negotiation and facilitation skills to effectively engage various stakeholders;

- Familiarity with international WASH governance frameworks and standards, such as those of Sanitation and Water for All (SWA), is an asset;

- Ability to think strategically and translate development plans and budgets;

- Skills in project development and management, including personnel, budgeting and management. Ability to value data through computer processing;

- Complete oral and written mastery in English and French (mastery of Malagasy is strongly desirable);

- Ease of relationship with all possible project stakeholders, especially beneficiary communities.
