Background Adam Smith Europe (ASE) is seeking a Defence Key Expert for the European Union (EU)-funded project, Security Justice Governance and Accountability Project (SJGAP). The overall objective (impact) of this action is to promote human security and sustainable peace. The Security and Justice Governance and Accountability Project (SJGAP) is one of four components of the EU's action “Promoting Human Security in Somalia”. Our project's specific role is to work in partnership with institutions to strengthen the overall security and justice system.
The Role This Key Expert will be embedded in the FGS Ministry of Defence and will work closely with both the Ministry and the SNA General Staff. The Key Expert is expected to provide strategic guidance and advice to the personnel, ensure complementarities with other support provided to the same institutions, foster collaboration and coordination between the Ministry and oversight bodies, and support inter-institutional relationships for the benefit of the project.
Job requirements The candidate should have a University degree or equivalent academic qualification in a relevant discipline (e.g. political science, security, defence, development, international relations, governance, state-building). Fluency in English is required, knowledge of Somali would be an added value. The candidate should have preferably 12 years of professional experience but a minimum of 6 years required in the defence sector. At least one assignment of 2 years minimum in the Horn of Africa is required. The candidate should have proven experience in delivering support for strategic planning, organisational change management and capacity development of Somali defence institutions to improve performance.
