Adam Smith International (ASI) is delivering the Public Resource Management in Somalia 2 (PREMIS 2) programme on behalf of the UK’s Foreign, Commonwealth and Development Office (FCDO). The Ministry of Finance (MoF), in collaboration with PREMIS2, has successfully implemented the Somali Customs Automated System (SOMCAS) in FGS with end-to-end use confirmed at Mogadishu Port and Airport. SOMCAS is a pivotal tool for customs management, enhancing efficiency and transparency in customs processes, and the MoF recognizes the critical importance of sustaining and independently managing the SOMCAS system.
The role entails working closely with the PREMIS2 team led by the Customs Lead. The specialist will play a pivotal role in enhancing MoF's internal capacity and expertise. Main tasks and responsibilities include development of a periodic (quarterly) work plan, finalising SOMCAS Handover Roadmap, contributing to the formulation of a sustainability and exit plan for SOMCAS, providing specific IT support within the scope of the SOMCAS implementation project and handover roadmap, attending training and receiving ongoing support and mentoring, conducting routine checks and maintenance activities on SOMCAS, performing regular security audits on SOMCAS, responding to user queries and issues related to SOMCAS promptly, and maintaining up-to-date documentation on SOMCAS configurations, enhancements, and issue resolutions.
Job requirements include a degree in Information Technology, Computer Science, or a related field, substantial proven experience in software development, project management and IT support, familiarity with government IT system and procedures, particularly in Somalia, ability to conduct risk assessments and develop effective mitigation strategies, and excellent communication and collaboration skills in English and Somali (both written and spoken).
