  • Role Summary:
    • Provide global support for HALO’s construction activities and policy development.
    • Offer technical advice and standardization for construction management.
    • Lead project development and support existing Weapon and Ammunition Management (WAM) projects.
    • Engage in on-site management, design, and technical drawing production.
    • Develop international construction policies and manage contracts.
    • Train and mentor construction managers and technical staff.
    • Fill in short-term gaps in global staffing and provide surge support.
  • Role Requirements:
    • 5-10 years as a trained Construction Manager, Surveyor, Engineer, or Architect.
    • University Degree in a relevant field.
    • Experience with AutoCAD, Microsoft Projects, and European construction regulations.
    • Capacity to deliver projects in under-resourced countries.
    • Desirable: Experience in Bosnia-Herzegovina, Moldova, and familiarity with MOSAIC and IATGs.

About the Role

The Regional Construction Manager will be responsible for global construction management, supporting HALO’s global construction activities, developing policy, standardisation, and providing technical advice. Working to the Europe Project Manager, within the WAM Directorate division, the Regional Construction Manager would provide technical support to new project development and to existing WAM projects, including the delivery and support of construction activities and training.

The Regional Construction Manager would also be ready to provide surge support and gap-coverage to HALO’s global programmes, particularly in Project Management roles.

Job Responsibilities

Working to the Europe Project Manager, the Regional Construction Manager will fulfil the following functions:

Construction

  • Provide technical support to existing programmes at direction of programme management, including construction, contract management, and risk assessment
  • Produce designs and technical drawings for programme implementation
  • Lead country level construction activities as requested by programme management
  • Develop international policies, procedures and practices in the field of construction
  • Develop and support international construction contract management
  • Lead, support and develop international and national construction managers and technical staff in conduct of their duties
  • Mentor and develop HQ and field staff in country offices to develop national construction capabilities
  • Develop HALO internal capacity to deliver construction projects without contractor support
  • Managing project implementation, whether through a local contractor, or in-house technical teams,
  • Support development of internal construction intervention database
  • Support HQ and country programmes on staff hire and training, develop country teams and promote talent retention and professional development
  • Identify global stakeholder, construction methods, techniques and cost saving opportunities to improve projects delivery performance;
  • Ensure the adherence to local and international building codes, safety standards and environmental regulations;

General

  • Being prepared to provide general assistance to management team: with training courses, covering colleagues’ absences, or other activities
  • Prepared to provide surge support to global programme management, filling short-term gaps in global staffing. These periods of surge support will be no longer than three months in duration.

Requirements

Essential Qualities / Experience / Qualifications

  • Trained Construction Manager, Surveyor, Engineer, or Architect with 5-10 years of experience in delivery of construction activities;
  • University Degree in a relevant construction discipline, as above.
  • Demonstrable experience of at least 5 years of work in construction project preparation or planning
  • Experienced Project Manager with demonstrable construction project management experience
  • Proven experience delivering large-scale construction projects in under-resourced countries
  • Professional experience in AutoCAD, and Microsoft Projects
  • Experience working to European construction regulations
  • Experience building construction project budgets and estimates

Desirable Qualities / Experience / Qualifications

  • Experience working in Bosnia-Herzegovina and Moldova
  • Proficient knowledge and application of Modular Small Arms Control Implementation Compendium (MOSAIC) and International Ammunition Technical Guidelines (IATGs) in challenging environments;
  • Experience working in challenging or under-resourced contexts with contractors and partners of limited international experience;
  • Ability to lead and work with teams of specialists from various disciplines and cultures
  • This role requires working closely with, and delivering training to, host-nation security forces. As such, the ideal candidate would be comfortable delivering training to large groups, on complex subjects, in a non-native language through a translator.
  • Experience using Revit, or comparable software
  • Experience in site and contractor management
