TEAM PURPOSE: To implement the projects according to scope, quality, timeline and as per the budgeted resources, to work with stakeholders to find lasting solutions to poverty and suffering JOB PURPOSE: To ensure the delivery of quality Emergency Food Security and Livelihoods (EFSL) intervention at the Location of intervention in line with Oxfam and internationally accepted humanitarian standards. He/she will be responsible for overall daily management and implementation of Oxfam’s food security and livelihoods activities in the County of deployment. The Sr. Officer will guide, train, direct and support Extension Agents in implementing food security and Livelihoods activities while also providing monitoring and evaluation tools to assess progress against agreed objectives. The EFSL officer is ultimately responsible for ensuring timely, orderly implementation of the emergency food security and livelihoods interventions for the SSHF funded emergency livelihoods response project in assigned county. The Role: carries out effective mobilization & sensitization of community & other key stakeholders on project implementation deliverables • Direct line management of SSHF Emergency Response Extension Agents within the County of operation including performance review, on job training, support, encouragement and correction. • Act as Oxfam representative to stakeholders for all matters concerning SSHF response project in areas of Nyirol/ Uror. • Ensure all project activities are conducted in accordance with agreed work-plan and proposal. • Submit monthly and quarterly reports to the Senior EFSVL Officer, including activity summary, progress against objectives, etc. • Ensure coordination of all activities at County-level with relevant Local Government leaders, INGOs and CBOs, and community stakeholders, and maintain constant coordination with Local authorities on project implementation. • Ensure Emergency Response Project is implemented in a way that addresses specific needs of women, men, boys and girls by mainstreaming gender in all food security and livelihoods program in coordination with gender team Job profile template version 1 – 17.03.20 • Provide regular orientation to team on promoting the Oxfam gender pick up and go modules, Oxfam Minimum Standards for Gender in Emergencies and checklists in all Oxfam focus areas with technical support from the gender team • Use an integrated approach in conjunction with the other Humanitarian Interventions and Development programmes in the Area. (WASH, emergency and long-term livelihoods, Protection, Education etc.) • Ensure Extension Agents work according to clear workplans, and work within a framework of clear objectives • To work closely with the Senior EFSVL Officer on food security assessments and surveys amongst emergencies affected populations. • Ensure support to help kick start the intervention through support in developing workplans and sharing the clear project deliverables with the Extension agents • Support in producing regular reports and contribute donor final report, 5W reporting to the Senior EFSVL Officer on food security and livelihoods activities. • Represent Oxfam GB at certain meetings involving local government and sector ministries at Payam and Boma Levels as directed by line management. • Ensure adequate technical support to the food security/livelihoods and monitoring staff and stand in for the Senior ESFVL Officer in his/her absence. • Support capacity building to staff hands on work to ensure that adhere to approved approaches and processes to ensure quality timely delivery of the interventions.
