Project: An industry-led initiative implementing programs dedicated to farmers and communities at scale with the objective of strengthening the resilience of the cocoa supply chain in Côte d'Ivoire and Ghana.
Role of the Rainforest Alliance: Supporting the launch of the operations in Côte d'Ivoire by establishing and managing a team to ensure effective delivery, coordination, and monitoring of all activities on the field including agronomy services.
POSITION SUMMARY: Rainforest Alliance wants to engage an experienced Cash Transfer, Team Lead to lead the implementation of large-scale cash transfer operations in Côte d'Ivoire. The Cash Transfer, Team Lead will oversee a team of Cash Transfer Associates responsible for beneficiary registration, stakeholder engagement, monitoring activities, and payment preparation. You will combine field leadership with operational oversight, ensuring that you implement cash transfer activities efficiently, accurately, and in compliance with project requirements. The Cash Transfer, Team Lead will be the primary operational focal point between field teams, cooperatives, payment service providers, and internal technical teams. You will oversee beneficiary verification processes, payment preparation and reconciliation, data quality controls, and the operational use of project data to support program implementation.
WHAT YOU WILL DO:
Cash Transfer Operations Management · Lead the daily implementation of cash transfer operations across project areas. Develop operational plans and ensure execution of beneficiary registration, verification, payment preparation, and follow-up activities. Oversee compliance with payment eligibility criteria and operational procedures. Coordinate the preparation, validation, and transmission of beneficiary payment lists. Monitor payment execution and oversee the resolution of payment-related issues, including failed or disputed transactions. Identify operational risks and implement mitigation measures to ensure smooth delivery of cash transfer activities.
Team Leadership and Field Supervision Oversee a team of Cash Transfer Associates. Ensure field teams are adequately trained and equipped to perform registration, verification, monitoring, and sensitization activities. Conduct regular field visits to monitor implementation quality and provide direct operational support. Review team performance and ensure adherence to project procedures, safeguarding standards, and data protection requirements. Coordinate workloads, deployment plans, and operational priorities across project areas.
Identity Verification and Beneficiary Validation Manage beneficiary identity verification processes in collaboration with field teams and payment service providers. Review and conduct manual verification of beneficiary records where required. Coordinate resolution of inconsistencies related to beneficiary identities, registration information, and eligibility status. Ensure beneficiary records meet the requirements of payment providers and project compliance standards.
Data Quality and Operational Data Management Oversee data quality controls throughout beneficiary registration and monitoring processes. Review data collected by field teams and ensure completeness, consistency, and accuracy before operational use. Work with the Senior Manager Performance, Verification and Impact and MEL teams to define operational data requirements and improve data collection and verification processes. Ensure field teams use available data to support implementation decisions and follow-up actions. Promote the operational use of project data to improve targeting, payment readiness, monitoring, and stakeholder engagement.
Stakeholder Engagement Maintain relationships with cooperatives, farmer groups, local authorities, payment providers, and implementation partners. Support sensitization and communication activities related to cash transfer operations. Oversee mechanisms for handling beneficiary feedback, complaints, and inquiries.
Project Coordination and Reporting Prepare operational updates and contribute to project reporting requirements. Document implementation challenges, lessons learned, and recommendations for program improvement. Support coordination between field implementation, MEL, Data Management, and program leadership teams. Ensure that operational insights from the field are incorporated into program planning. Perform any other responsibilities that may be assigned by the program leadership team.
WHAT YOU BRING:
Bachelor's degree in Development Studies, Economics, Agriculture, Business Administration, Social Sciences, or a related field. Minimum 5 years of relevant professional experience in cash transfer programming, rural development, social protection, agricultural development, or related fields; Demonstrated experience managing field teams and coordinating large-scale implementation activities; Experience working with mobile money systems, beneficiary registration processes, or payment operations; Experience with data quality assurance and operational use of program data; Experience working with farmer organizations, cooperatives, and rural communities in Côte d'Ivoire; Fluency in French (written and spoken); Ability to travel locally at least 50% of the time to multiple rural locations.
