Gender Justice Programme Manager

The Role: Oxfam is looking for Gender Justice Programme Manager The Gender Justice Programme Manager provides strategic, technical, and people leadership for Oxfam’s gender justice portfolio across the SAF Cluster. The role ensures that feminist, rights-based, and gender-transformative approaches are effectively designed, delivered, and embedded within programmes and partnerships. KEY RESPONSIBILITIES Strategic Gender Justice Leadership & Positioning (15%) Define and guide gender justice priorities across the cluster Support integration of feminist principles within the SAF Strategy People Management & Leadership of Gender Justice Function (20%) A central responsibility of the role is the direct leadership and management of the Gender Justice team across the Cluster. The role ensures that the team operates as a cohesive, high-performing unit capable of delivering both technical and programmatic outcomes. Line manage Gender Justice Technical Coordinators ensuring clarity of roles and accountability Establish strong performance management practices, including objective setting, feedback, and performance improvement Programme Design & Thematic Integration (20%) The role ensures that gender justice is systematically integrated across programme design and implementation, strengthening coherence across thematic areas. Support development of gender-transformative programme approaches Ensure integration across climate justice, economic justice, and humanitarian programming . Policy, Influencing & Advocacy Support (15%) The role strengthens gender-focused influencing by linking programme evidence to advocacy and policy engagement. Support development of gender-related advocacy strategies and messaging Contribute to policy positioning and influencing efforts Partner Support & Localisation (10%) The role works closely with partners to strengthen their leadership and capacity in gender justice programming. Support partners in designing and implementing feminist approaches Promote equitable partnerships and localisation principles Evidence Generation, Research & Learning (10%) The role strengthens the generation and application of evidence to support programming and influencing. Support development of gender-focused research and learning agendas Ensure gender analysis informs programme and advocacy work Internal Capacity Strengthening & Coordination (5%) The role builds internal capacity and ensures coordination across teams. Provide technical guidance and training to staff Support integration of gender across teams Representation & External Engagement (5%) The role contributes to external engagement and positioning on gender justice. Represent Oxfam in relevant forums and networks Build relationships with key stakeholders in gender justice What we are looking for: We’re looking for a candidate who cares about Oxfam's mission to end poverty and is personally aligned to our feminist principles and values of empowerment, accountability and inclusion in all you do. An ideal candidate for the role will also be / have: Master’s degree in Gender Studies, development studies, Social Sciences or equivalent professional qualification. A Bachelor’s degree combined with relevant postgraduate or professional qualifications and significant experience of at least 10 years may be considered. 6 years of relevant experience in gender justice, women’s rights, or feminist programming, with strong technical expertise in gender-transformative approaches, including at least 3 years in a team leadership or management role. Proven experience in managing and leading teams, including performance management and staff development. Strong ability to influence programme design and work across multi-country or multi-stakeholder environments. Strong communication, analytical, and decision-making skills. Ability to build strong, credible relationships with internal and external individuals and organisations Excellent personal communication skills, in written and verbal English, with strong influencing and persuasive skills A high level of self-awareness, personal energy, stamina and flexibility. Proven experience as a team worker and demonstrably cooperative with members of other teams Commitment to Oxfam’s safeguarding policies to ensure all people who come into contact with Oxfam are as safe as possible. Desirable Commitment to Oxfam’s overall aims and policies and experience of promoting gender equity and diversity and the interests of marginalized people in all aspects of Oxfam’s work Ability and willingness to travel regularly, at times at short notice, locally and regionally.
