Role Summary Overview The Ministry of Health and Public Hygiene (MSHP), through the Directorate of Maternal and Child Health (DSME), is implementing the project “Strengthening the Coordination of Public Family Planning Services in Senegal” to improve the quality, integration, and performance of family planning and reproductive health services. As part of this project, the DSME receives support from the MSHP Delivery Unit (DU-MSHP), which is responsible for strengthening mechanisms for coordination, performance monitoring, and resolving bottlenecks that hinder the implementation of the sector’s strategic priorities. To support this effort, we are recruiting an Expert in Nutrition and Maternal and Child Health to provide technical support to the DSME in strengthening the integration of postpartum family planning (PPFP) into reproductive, maternal, neonatal, child, adolescent, and nutritional health (SRMNIA-N), in accordance with the guidelines of the 2024–2030 National Strategic Plan for SRMNIA-N. The Expert in Maternal and Child Nutrition and Health will report technically to the DSME and work closely with the DU-MSHP. Recruitment will be conducted under a one-year consulting contract, renewable subject to a satisfactory performance evaluation. Job Objective Support the DSME in the technical coordination, performance monitoring, and integration of nutritional and SRMNIA-N approaches into family planning and PPFP interventions to improve the quality, continuity, and utilization of services in priority regions. The specific objectives are as follows: Support the strategy for integrating PPFP into maternal, neonatal, child, and nutritional health services; Support the DSME in identifying and resolving bottlenecks affecting the quality and continuity of services; Contribute to the implementation of the coordination and performance monitoring mechanism led by the DSME and the DU-MSHP; Support the use of program data to improve decision-making; Build the capacity of regional and operational teams on integrated PPFP/SRMNIA-N approaches. Key Responsibilities Technical Coordination and Decision Support Support the DSME in the technical coordination of integrated PPFP/SRMNIA-N interventions; Participate in the development, updating, and monitoring of action plans and operational priorities; Prepare technical meetings, performance reviews, and coordination frameworks; Produce technical analyses, summary notes, and strategic recommendations to inform decision-making; Contribute to the development and updating of guidelines, protocols, and management tools; Ensure that interventions align with the MSHP’s national policies, strategies, and priorities. Performance Monitoring and Service Quality Improvement Monitor key indicators related to nutrition, maternal and child health, and PPFP; Analyze program data to identify performance gaps and opportunities for improvement; Identify operational constraints affecting the quality, availability, and continuity of services; Contribute to monitoring the implementation of corrective action plans; Ensure the collection, analysis, and use of data for monitoring indicators; Support the documentation of results, progress made, and lessons learned from implementation; Participate in supervision, monitoring, and evaluation missions in priority regions. Capacity Building and Technical Assistance Contribute to the development of technical tools, guides, and operational materials; Participate in the design and facilitation of training activities for regional teams, health districts, and operational teams; Provide technical support during supervision and monitoring missions; Support the integration of nutritional approaches and SRMNIA-N into family planning interventions; Promote the sharing of experiences, the dissemination of best practices, and the application of lessons learned. Partner Coordination Contribute to coordination with technical and financial partners working in the areas of SRMNIA-N and family planning; Participate in technical working groups and sectoral consultation forums; Monitor joint actions and partner commitments; Support the alignment of partner interventions with the priorities of the DSME and the MSHP. Candidate Profile Education A minimum of a master’s degree (Bac +7) in nutrition, public health, maternal and child health, medicine, pediatrics, epidemiology, or any other relevant field; Additional training in health program management, monitoring and evaluation, or reproductive health is a plus. Professional Experience A minimum of seven (7) years of experience in implementing or coordinating programs in maternal health, nutrition, SRMNIA-N, or family planning; Proven experience in coordinating and monitoring public health programs; Experience collaborating with the MSHP, and technical and financial partners; Experience in analyzing program data and monitoring performance; Field experience at the regional or health district level is a major asset; Good knowledge of Senegal’s healthcare system. Technical Skills Good knowledge of policies, strategies, regulatory frameworks, and international standards related to SRMNIA-N and family planning in Senegal; Proficiency in integrated PPFP/SRMNIA-N approaches; Excellent analytical, synthesis, and writing skills; Proficiency in monitoring and evaluation, reporting, and data analysis tools; Proficiency in office software and health information systems; Proficiency in nutrition data processing software; Proficiency in using data from nutrition surveys, food security surveys, and demographic and health surveys. --------------------------------------------------------------------------------------------------------------------------- French version Aperçu Le Ministère de la Santé et de l’Hygiène publique (MSHP), à travers la Direction de la Santé de la Mère et de l’Enfant (DSME), met en œuvre le projet « Renforcement de la coordination des services publics de planification familiale au Sénégal » afin d’améliorer la qualité, l’intégration et la performance des services de planification familiale et de santé reproductive. Responsabilités clés Coordination technique et appui à la décision Appuyer la DSME dans la coordination technique des interventions intégrées PPFP/SRMNIA-N ; Participer à l’élaboration, à la mise à jour et au suivi des plans d’actions et priorités opérationnelles ; Préparer les réunions techniques, revues de performance et cadres de coordination ; Produire des analyses techniques, notes de synthèse et recommandations stratégiques destinées à la prise de décision ; Contribuer à l’élaboration et à la mise à jour des guides, protocoles et outils de gestion ; Veiller à l’alignement des interventions avec les politiques, stratégies et priorités nationales du MSHP. Suivi de la performance et amélioration de la qualité des services Assurer le suivi des indicateurs clés relatifs à la nutrition, à la santé maternelle et infantile ainsi qu’à la PPFP ; Analyser les données programmatiques afin d’identifier les écarts de performance et les opportunités d’amélioration ; Identifier les contraintes opérationnelles affectant la qualité, la disponibilité et la continuité des services ; Contribuer au suivi de la mise en œuvre des plans d’actions correctifs ; Assurer la collecte, l’analyse et l’utilisation des données pour le suivi des indicateurs ; Appuyer la documentation des résultats, des progrès réalisés et des enseignements tirés de la mise en œuvre ; Participer aux missions de supervision, de suivi et d’évaluation dans les régions prioritaires. Renforcement des capacités et assistance technique Contribuer à l’élaboration d’outils techniques, guides et supports opérationnels ; Participer à la conception et à l’animation d’activités de formation destinées aux équipes régionales, aux districts sanitaires et aux équipes opérationnelles; Fournir un appui technique lors des missions de supervision et de suivi ; Accompagner l’intégration des approches nutritionnelles et SRMNIA-N dans les interventions de planification familiale ; Promouvoir le partage d’expériences, la diffusion des bonnes pratiques et la capitalisation des leçons apprises. Coordination partenariale Contribuer à la coordination avec les partenaires techniques et financiers intervenant dans les domaines de la SRMNIA-N et de la planification familiale ; Participer aux groupes techniques de travail et aux cadres de concertation sectoriels ; Assurer le suivi des actions conjointes et des engagements des partenaires ; Soutenir l’alignement des interventions partenaires avec les priorités de la DSME et du MSHP. Profil du candidat Formation Diplôme de niveau Bac +7 minimum en nutrition, santé publique, santé maternelle et infantile, médecine, pédiatrie, épidémiologie ou tout autre domaine pertinent ; Une formation complémentaire en gestion de programmes de santé, suivi-évaluation ou santé reproductive constitue un atout. Expérience professionnelle Minimum de sept (7) années d’expérience dans la mise en œuvre ou la coordination de programmes de santé maternelle, nutrition, SRMNIA-N ou planification familiale ; Expérience confirmée dans la coordination et le suivi de programmes de santé publique Expérience de collaboration avec le MSHP et les partenaires techniques et financiers ; Expérience dans l’analyse de données programmatiques et le suivi de la performance ; Une expérience de terrain au niveau régional ou district sanitaire constitue un atout majeur ; Bonne connaissance du système de santé du Sénégal. Compétences techniques Bonne connaissance des politiques, stratégies et cadres normatifs et des standards internationaux relatifs à la SRMNIA-N et à la planification familiale au Sénégal ; Maîtrise des approches intégrées PPFP/SRMNIA-N ; Excellentes capacités d’analyse, de synthèse et de rédaction ; Maîtrise des outils de suivi-évaluation, de reporting et d’analyse de données ; Bonne maîtrise des outils bureautiques et des systèmes d’information sanitaire ; Bonne maitrise des logiciels de traitement des données de nutrition ; Maitrise de l’utilisation des données issues des enquêtes nutritionnelles, enquête de sécurité alimentaire et des enquêtes démographiques de santé.
