C40 is a network of nearly 100 mayors of the world’s leading cities, who are working to deliver the urgent action needed right now to confront the climate crisis, and create a future where everyone, everywhere can thrive. Mayors of C40 cities are committed to using a science-based and people-focused approach to help the world limit global heating to 1.5°C and build healthy, equitable and resilient communities. Through a Global Green New Deal, mayors are working alongside a broad coalition of representatives from labour, business, the youth climate movement and civil society to go further and faster than ever before.
C40’s team of 200+ staff is headquartered in London, with offices in New York, Johannesburg, Singapore, Delhi, Rio de Janeiro, Copenhagen, Beijing and Paris, and individual staff based across 25+ different locations, with the Office of the Chair based in London.
The strategic direction of the organisation is determined by an elected Steering Committee of C40 mayors which is chaired by the Mayor of London, Sadiq Khan. Three-term Mayor of New York City Michael R. Bloomberg serves as President of the C40 Board of Directors, which is responsible for operational oversight. A nine-person management team, led by Executive Director, Mark Watts, leads the day-to-day management of C40. C40’s three core strategic funders are Bloomberg Philanthropies, the Children’s Investment Fund Foundation (CIFF) and Realdania.
Our international staff work with the C40 network under the leadership of city governments to deliver this mission. Using a data-driven approach, our team identifies and promotes the exchange of proven programmes and policies developed by cities; provides world-class research, technical expertise and access to key partners to deliver new programmes and policies with cities; and communicates cities’ individual achievements and collective leadership.

Corporate Services
The C40 Cities Corporate Services team is an internal support service function managing resources for the achievement of C40’s Cities' strategies. It also ensures compliance with legal and financial obligations and works to improve governance and accountability across the organisation.
The C40 Corporate Services team is at the heart of the C40 organisation and plays an important role supporting the Executive Director and Management Team in the delivery of administration, asset management, finance, information technology, facilities, legal and human resources.
Position Description
The People Senior Manager is responsible for the operational running of C40’s global HR team. The role works closely with the Director of Organisational Development & HR and ensures the efficient day to day running of the HR team and an excellent level of service to all C40 staff.
Responsibilities:
Operational Oversight
- To be responsible for the operational oversight of C40s Global HR team
- Have a clear line of sight for day to day HR activities ensuring that all operational HR duties are performed in a timely manner and of the highest standard
- To oversee the generation of HR data from the team on a monthly, quarterly and annual basis for C40s Board.
- To be the escalation point for day to day queries that require trouble shooting.
- To work closely with the Payroll Manager to ensure a smooth and accurate payroll across C40.
- To review and update all HR policies as and when required.
- Alongside the Director of Organisational Development & HR attend the regular meetings with Unite and the Global Staff Consultation Forum.
Project Management
- To be accountable and responsible for HR projects in line with the HR priorities for 2022.
- To implement and oversee the migration of staff on to a harmonised Health insurance programme
- To oversee the transition of multi payroll providers across C40 in an accurate, transparent and communicative manner.
- To work alongside the Director of Organisational Development & HR in overseeing the upcoming salary benchmarking process across multi locations.
- To champion and drive forward C40’s Inclusion, Diversity and Equity agenda across all areas of HR.
- To oversee the progression of C40’s wellbeing framework across all staff.
Teamwork
- To manage the Payroll Manager, People Manager (for the BEIS project) and People Administrator.
- To be an active part of the People Leadership Team alongside the Recruitment & Talent Manager and Snr Manager of Learning and Development.
- To actively deputise for the Director of Organisational Development & HR when required.
General HR
- Respond to routine queries and requests from line managers/employees on operational HR
- Taking a business partner approach to supporting leaders across C40.
- Undertake special HR projects as and when necessary;
- Undertake any other reasonable duties related to HR and operations as determined by the Director of Organisational Development and HR.
Person Specification:
- The ideal candidate will have a proven track record of working in a fast paced and progressive HR team in an environment delivering a high level of service.
- Strong organisational skills, with excellent attention to detail.
- Good numeracy/literacy skills.
- Experience of working within a global setting.
- Willing and able to undertake administrative duties when needed.
- Ability to communicate effectively and, when required, confidentially with persons at all levels.
- Ability to work pro-actively to achieve efficiency and effectiveness as part of a team.
- A track record of dealing with complex HR matters and being able to provide a solutions focused approach.
- Substantive experience of overseeing successful projects from start to finish
Other Requirements:
Applicants must already have the right to work in the country where they apply. Moderate travel will be required as part of the role.
