Senior Programme Specialist
Reporting to: Head of Programme Assurance & Learning
Location: Must be based in the UK for employment purposes (whilst we predominately work from home some travel to the London office will be required on an ad hoc basis).
Salary: £45-50,000 per annum (depending on experience)
As Climate Bonds Initiaitve embarks on the next exciting phase of its journey to increase the mobilisation of green capital for climate change, this is an excellent time to join a growing organisation. Earlier this year the Programme Assurance & Learning team was established to promote and embed an impactful project/programme delivery governance culture to support the growing portfolio of work at CBI. As such we are now looking for a MEL specialist to provide expert insight across the organisation to drive improvements and efficiency in our delivery efforts.
CBI is looking for an experienced Senior Programme and Learning Specialist to collaborate across the organisation with our global programme delivery and project teams to support high-quality overall management of the project lifecycle from planning, implementation, monitoring & evaluation, to documentation of project results and learning.
Working closely with other team members in the Programme Assurance & Learning (PAL) team, this will be a critical role to 'provide strategic support and assurance to CBI's project and programmes align with the newly launched Project Management Framework, to ensure all teams uphold the CBI’ Project Management Framework throughout each project's development and execution.
This role will support the Head of PAL to design, develop and strengthen new and existing Monitoring, Evaluation and Learning processes at the project, programme and organisational levels to ensure CBI can accelerate its impact across all funded activities
What you'll be doing...
Project and Portfolio Management
- Embed and support adoption, and evolution of CBI’s Project Management Framework (PMF), processes and best practices while championing their use and setting the standards for project control across the organisation, involving all relevant stakeholders and ensuring technical feasibility.
- Strengthen the capacities of teams across CBI on project management and Monitoring, Evaluation and Learning processes and activities including running trainings, developing best practice guidance and knowledge sharing etc
- Coach and mentor project delivery managers to ensure effective and efficient delivery of their projects using CBI’s PM framework and ensuring that team members are carrying out their tasks efficiently while upholding CBI’s PM standards.
- Proactively roll-out, embed and encourage adoption of the digital Project Management System (ClickUp).
- Provide visibility and governance of the organisational portfolio of projects to key stakeholders and act as a custodian of the 'single source of truth' for all projects.
- Act as a critical friend with staff across teams throughout the project lifecycle and provide strategic support of the timely delivery of the project portfolio, ensuring they remain within the project scope and budget.
- Continuously evaluate projects to ensure they are meeting CBI PMF standards, adhering to budgets, and meeting deadlines, flagging any divergence from plan, budget and flagging risks to relevant stakeholders.
- Work closely with the Fundraising and Programme Design team (FPD team) in bridging the onboarding of new projects and initiatives into the implementation phase to ensure delivery oversight end to end.
- Working closely with the Head of Programme Assurance and Learning, establish a proportionate Monitoring, Evaluation and Learning strategy and roadmap for the organisational and project level MEL.
- Develop new MEL tools and processes to support projects and other teams to effectively monitor and evaluate the success of their work, at an organisational and project level.
- Strengthen the capacities and capabilities of CBI staff/teams, through training and development on monitoring, evaluation, and learning (MEL)
Monitoring, Evaluation and Learning (MEL)
- Support Project Delivery Manager’s to develop, manage and implement a project level Monitoring, Evaluation and Learning framework to measure progress and evaluate impact, as well as support collaboration, learning, and adaptation for all projects and programmes.
- Communicate information obtained through MEL activities to enable informed decision making by project owners, delivery managers and other key internal stakeholders’ groups.
- Support with the planning of MEL of projects including developing logframes and results frameworks to successfully measure the success of CBI’s projects/work.
- Initiate, and facilitate regular learning through CBI’s project management community of practice
Requirements
We would love to hear from you if you can...
- Demonstrate at least 5 years of experience and technical skills in a Project and Portfolio management role, with proven experience of embedding project management frameworks, processes, tools and systems.
- Demonstrate at least 3 years of experience and technical skills in Monitoring, Evaluation and Learning (MEL), with experience in establishing and developing MEL frameworks, and systems.
- Strong critical thinking, strategic and problem-solving skills, able to drive change and provide clarity on the implications of complex issues and how these will affect the programme.
- Significant experience at a senior level of managing competing resource demands and time conflicts in a sensitive and efficient manner to achieve organisational goals and create a culture of working collaboratively
- Outstanding organisational skills including attention to detail, interpersonal and multi-tasking skills.
- Strong leadership and influencing skills to work across boundaries and enable cooperation among different groups/actors.
- Be able to work under pressure in response to changing needs.
- Good written and verbal communication skills.
- Experience of working in a multi-culture, international environment.
- The ability to travel to our London office on an ad-hoc basis
