Job Title: Fleet Technical Advisor - Angola

Contract: Full-time, Permanent

Location: Menongue, Angola (with regular visits to field sites and offices in other provinces as required)

About Us:

The HALO Trust’s mission is to save lives and restore livelihoods for those affected by conflict. HALO is known for its work to clear landmines and disposal of other explosive hazards such as bombs, rockets, and improvised explosive devices (IEDs), and HALO’s work in Angola supports community resilience post conflict with a focus on women’s empowerment and environmental conservation.

HALO has been working in Angola since 1994 and now employs over 1,400 staff working in demining, explosive ordnance risk education, weapons and ammunition management, women’s empowerment, and conservation. There are over 70 different types of landmines in Angola from an estimated 41 years of minelaying during the war for independence and civil war, which persisted from 1961 to 2002. The programme currently has twenty ongoing contracts from a diverse set of donors, including institutional, private, and corporate for projects across HALO’s three Strategic Goals. As a signatory of the Ottawa Treaty, HALO supports the Government of Angola in reaching its treaty obligations. To date, HALO has cleared over 100,000 mines and made over 25km2 of land safe for use across the country.

About The Role:

HALO is seeking to recruit a skilled and experienced fleet and workshop management professional who will advise the programme’s fleet management team, operating across multiple provinces in Angola. The principal role of the Fleet Technical Advisor (FTA) is to oversee and coordinate the programme’s fleet, workshops and mechanics, including financial and logistical elements, in order to ensure that operations and logistics have the necessary vehicle support. The FTA will play a key role in long term fleet department planning, forecasting vehicle and spares requirements. In addition, the FTA will assist other members of staff with advice on the vehicle and logistical requirements for deployment, including seasonal factors, fuel consumption, water supply, tentage, generators and so on; as well as provide introductions to contacts in Angola who might benefit the programme.

Beyond the responsibilities directly related to the management of the fleet across the programme, the FTA will also support with project design with specific donors and projects. For example, where projects are of particular logistical difficulty, the FTA will support in advising on the fleet and logistical needs for the delivery of such projects. Where appropriate, the FTA will also support in the development of new and existing stakeholder relationships.

General Responsibilities:

  • Provide technical advice on vehicle and logistical requirements for deployment of teams across Angola, and conduct long-term planning on fleet and spares needs.
  • Ensure the maintenance of the programme fleet, including vehicles, strimmers, generators, water pumps and other mechanical assets is completed in a timely and cost-effective manner.
  • Manage the workshops across the programme, including the care and maintenance of workshop equipment and tools.
  • Be alert for organisations and individuals who may be able to provide assistance and/or complementary work to HALO and provide introductions where possible.
  • Provide training, mentorship and professional development opportunities for the fleet management team and international operations management team.

Requirements

Key Skills and Competencies Required:

  • Qualification as a mechanic, including extensive experience at management level.
  • Understanding of and experience with workshop management systems.
  • Strong knowledge of fleet operations, including vehicle maintenance, fuel management, and asset tracking.
  • Proven experience leading and managing teams, building capacity and an inclusive workplace.
  • Excellent interpersonal and communication skills, with an ability to foster a cooperative work environment.
  • Proven experience establishing and building stakeholder relationships.
  • Proven experience in recruiting, training, and managing teams.
  • Strong problem-solving abilities with attention to detail.
  • Microsoft Office skills.
  • Fluent English.

Desirable:

  • Portuguese language skills or a strong willingness to learn.
  • Experience implementing professional development strategies for staff.
  • Experience in mine action and/or international development.
