About the role:

HALO is seeking a dynamic Medical Manager to provide effective coordination and delivery of emergency prehospital medical care on HALO work sites as well as general staff health across the country.  Working closely in partnership with the Head of Global Medical, Country Head, Programme Chief Medic and Medical staff to aid the smooth and effective running of medical activities across the country in support of HALO’s mission. The position will be based full time in Angola, with regular travel required throughout the country and possibly to other countries in the region.

Job Purpose:

The Medical Manager is responsible for the management of health and wellbeing of HALO staff in Angola. The Medical Manager will ensure that occupational health, CASEVAC training and delivery, and other medical provision is effectively delivered across the programme in coordination with programme medical staff and local medical amenities. The Medical Manager will be the point of contact for medical matters on the programme as well as the implementation and follow up of Medical Board visit recommendations and changes to global medical policy. The Medical Manager will be responsible for line management, mentoring, and development of the Chief Medic and other Medical Staff within Angola.

Responsibilities

• Help ensure that HALO Head of Global Medical and the Medical Board’s expert advice and policy decisions are effectively communicated and implemented throughout the HALO Angola programme
• Ensure that the Head of Global Medical’s annual priorities and objectives are understood through the programme
• Work with the Chief Medic to manage the response to emergency medical situations to ensure appropriate immediate response, timely CASEVAC of patients to appropriate locations for further treatment, and monitoring of follow-on care on a case-by-case basis
• Engage medical and operations staff to ensure delivery of organisational priorities and objectives, and monitor progress in the delivery
• Provide oversight, manage, and develop the capacity of the Chief Medic and other medical staff on programme, supporting their progression and ensuring that they deliver medical provision in accordance with HALO’s global medical requirements.
• Remain informed about HALO’s activities and staff, providing insight, recommendations and advice to the Country Head
• Manage occupational health checks for staff in accordance with HALO policy and Angolan labour law
• Convene and organise regular remote and in person training, ensuring all medical staff are trained to the highest standards
• Help to ensure that staff in country have good access to medical and health related information and consider ways and means to improve this
• Keep up to date on health challenges specific to the country, including but not limited to infectious diseases, WASH, women’s health, environmental health and psychological health
• Act as another conduit for information to come up from staff in programmes / projects to the Country Head
• Be prepared to visit programmes or other locations if required
• Provide other duties and forms of assistance to the Country Head in support of HALO’s mission

• Support and advise the Country Head and other staff in country as and when required

• Ensure familiarity with and adhere to all HALO policies and procedures and keep informed of HALO activities
• Maintain a motivated and effective working manner, fostering a positive working environment

Requirements

• Be a fully qualified and registered healthcare professional, ideally with a background in prehospital or emergency medicine such as a Paramedic or Nurse

• Qualification in Trauma Risk Management as a Coordinator or Practitioner, or willingness to complete this training
• Experience in line management and capacity building
• A self-starter, able to use initiative and make judgements around competing priorities
• Able to demonstrate excellent organisational, project management and delivery skills
• An excellent communicator, including the ability to create high quality presentations, reports and briefing papers
• Able to influence and build relationships with a wide variety of individuals
• Able to work flexibly and manage a demanding workload
• Capable of strong individual contribution and influence across non-direct reporting teams
• Fluency in written/spoken Portuguese

Desirable

• Knowledge of travel health including common tropical infectious diseases and vaccination requirements is desirable
• Evidence of being a practice educator or mentor with a track record or mentoring and coaching others
• A Post Graduate qualification in a Global Health related field, such as the Professional Diploma in Tropical Nursing (PDTN) is desirable
• Additional language skills
• Experience working in Angola or the region
• Experience working in mine action
